Can't Launch Dota 2 Alpha Tool for first time

I just don't know what I'm doing wrong.

All I did was not select it during initial dota2 setup, and I can't get anything other than a purchase button.

You don't download it as the tools anymore, you launch it directly from dota 2 after selecting the dlcs.

Maybe I'm not understanding this correctly. I would like to build a custom map (game) that runs on DotA, do I need Dota 2 Alpha tools to build a custom map? If not, what software do I specifically need?

Did you look at the link I posted?
Installation

• Right-click on Dota 2 in Steam and select View Downloadable Content.
• Check the box in the Install column next to Dota 2 Workshop Tools DLC.
• Click Close. The required content will begin downloading.

Alright, my bad I was looking at the item creator instead of scrolling down to the bottom.
