[Trigger] Camera Offset

You shouldn't need an x-offset/y-offset unless you're locking onto something. In a free camera, offset in the x or y direction would just be reassigning the target coordinates. That doesn't end up serving much purpose.

If you're locked onto something, then you can use the default camera lock functions (there is an option for providing an offset). See:

If you're using a periodic trigger to setup your camera, then just apply the offset there to the camera's target point.
