Blizzard thinks free2play on Warcraft 3

well the title says it there thinking of making RoC a free 2 play game like sc2 did. it could bring masses if they do pass it. hopefuly they do.

That depends, they do have to get some income from a source or another in order to continue upgrading the game, so yeah, I'm sure Blizzard would think of a way.
But still, Warcraft III is popular enough to sustain itself even if it's paid for (Like now).

Well, if you aren't a pirate or somebody you likes breaking the rules, you'd be buying it like good people would.
But anyways, whatever the game might be, as long as Blizzard is involved, it's bound to be a success in the later parts of its life.

But I thought only games with a monthly fee could go free-to-play.

I'd doubt something like that could happen or is even considerable
