Black and White Filter?

Hi does any one know how i set it so the game is in black and white? is there and black and white filter?

Nope, you'd have to import everything with grayscale textures. Filters can only apply color like changing tinting in the object editor.

Well there was a bloom mod/injection with custom .dlls a couple of years ago,

So if you can add bloom, you should be able to add grayscale.
