Aside from being a terrible format, OBJ does not store animation data.
You can import MDX files to 3ds Max via NeoDex, or to Blender via the WarBlender plugin, though I am pretty sure that plugin is long dead and doesn't support animation data.
Another option is to import into Milkshape, and from there export to some more general format.
