Specifically want to reference the TF2 medic or most of the heals in the game Bloodline Champions here.
Can you make a unit-target healing ability that produces some other effect, but only if the target is actually healed (such as the medic not gaining ubercharge if he heals someone who is already at 100%)
Prefer that this can be done 100% in the data editor, think triggered abilities are pretty azeroth if you know what I mean
