[1.28.2] No aspect ratio box for some users

Very few people reporting this but it does happen. Yet another bug introduced in 1.28.2 and not yet documented to my knowledge. Hopefully it helps some lost soul out there.

1. Pic 1: no Fixed Aspect Ratio box in video settings
2. Set the ratio to 0 in regedit and get your widescreen back

As always, localizaton/setup/etc? One monitor or more?

English, single monitor, nothing out of ordinary. Only two players reporting this so far so very low traffic bug. According to release notes Polish version was missing this so maybe there is something else affecting the display of this checkbox that is triggered on some setups.
