In the fel orcs case, there is maybe.. only 1% chance for an orc to NOT be a mindless brainwashed robot. They are practically like zombies. Can zombies do what they want? No, they are Enslaved Innerly and Outerly. Unlike other races which are only enslaved .. urgh. Outerly. (I mean, under innerly - brain enslaved as well as body enslaved)
