pretty much. think of it this way.
wc3 has a byte code limit. Each action / function call uses byte code. ( not all the same)
The more actions the more it uses. Eventually it hits the limit were it has no more byte code so to stop from game crash it instead stops everything after the action that put it over it's limit.
the byte code limit is called the op-limit.

Op-limit is the operating limit of wc3. Everything has a limit at which it breaks. When you break the op-limit it acts like a stop remaining actions action. That means everything after the action that broke it will not fire. Like creating tons of variables at map init.
Op-limit is broken when wc3 runs to many actions. Like a loop from 1 to 9999 it will never reach 9999 because it will hit the op-limit. I hope that explanation helped you.
