Before I give you the main list of problems in your map, I'd like to point something out:
Whenever you see a percentage like this:
Chance to [...]: 20.00
Then it rounds up to the nearest 5.00%
So that means that a bash with a 1% chance actually will NEVER bash.
That means that the bash-skill Arthas gains sucks big times.
Even a 2.49% chance will never activate.
The only level of the spell that's really worthwhile is level 10 of the spell.
Level 1-2 never activates.
Level 3-7 is all % chance
Level 8-9 is 10% chance
And finally, level 10 is 35% chance.
You couldn't know this, but watch out with such percentages! Critical strike has it as well.
What percentages can you trust? If it's a percentage like "0.12" (which is 12%).
How can you make a bash with 12%? Triggers...

Bugs/problems/notes:
- You imported a 3.2MB song without even using it (because it's .wma instead of .mp3, probably).
- The triggers are extremely inefficient and almost all of them leak.
- The terrain is bad: you've overused the blizzard cliffs, didn't use enough various tilesets, overused cinematic doodads, didn't use enough other doodads etc.
- You've imported too much random files which really don't help make the map any better (RPG males as villagers, some hero-model as escaped prisoner etc - remove all those files, you can do perfectly without them).
- The captain bugged during the cinematic.
- A locked camera can also be a negative thing, in your map it is.
- Some bad grammar/spelling.
