Yeah, it looks more like water. Still, the wooden part of the arrow ruins the effect, it would be more dramatical and effective if you would make that part from metal or silver. Still, the snow effect needs more ,,splashy" effect, as well that the arrowhead of the icon could be more enchanted.

Looks more like an electric arrow to me, and change the name - you can't make arrows from snow
