Looks like water :3, but i dont care about the name.

Yeah, it looks more like water. Still, the wooden part of the arrow ruins the effect, it would be more dramatical and effective if you would make that part from metal or silver. Still, the snow effect needs more ,,splashy" effect, as well that the arrowhead of the icon could be more enchanted.

Maybe add some ice on the wooden part of the arrow, but great nonetheless.
