Why you would want to is beyond me. It seems to work fine for gamming on my bros PC which is not even top range compaired to modern PCs.
You basically have to scrub your entire HDD if I am not mistaken, but I am not sure that gets you to install it. Try setting it to load from CD in the BIOS over from HDD, also try inserting the XP disc and running it while the OS is loaded.

Never had to downgrade OS, so this is pretty much hit or miss guessing.

As DSG said, your best bet is to reformat your hard drive (after you have backed up all your files) and install XP cleanly. As far as I've seen, Microsoft only provides upgrade paths between operating systems, not downgrades.
 
If you dont know what your doing do not touch anything because if you screw anything up like delete anything that has to do with system 32 you are screwed im sure that you get instructions with a CD if you want to pay like $100 or $150 but if i had a lot of money in my wallet like a couple hundred bucks i would go for it(most of my games arent vista compatible)so i would at least have some money left and wouldnt feel bad and i would also transfer my important stuff like warcraft 3 models and crap and my video/sound/graphics card
