How can I make my Town Portal Scroll are able to target my allies structure? i tried to make the Town Portal ability target to Structure, Mechanical. But it still not working

Maybe try give your structures "town hall" classfiction.

Or duplicate Archmage's Mass Teleportation ability, change its fields and make it into item ability and create your own item with this ability.
The item ability won't interfere with Archmage's ultimate, so its safe even in that area.
