Why i cannot set level of permanent immolation?

Do i missing something important? Is there any "exclusion" for the Permanent Immolation or am i missing something simple?
I am going crazy now. I even don't want to share my trigger because i am sure of what i did for the increase skill levels.

Many item abilities do not actually work with multiple levels (health/mana bonus being the most glaring examples); permanent immolation could be one of them. I'm not saying I know that for sure, just a guess.

Probably because there is no other explanation. I can set all abilities but this one does not works.

Is this ability based on "Permanent Immolation (Neutral Hostile 1)", "Permanent Immolation (Neutral Hostile 2)", or "Item Immolation"?

It might be that disabling then re-enabling the ability for the unit when it levels up the ability will 'update' it properly.
