I think a blizz made model studio would make the most sense because they have the recourse to keep it up to date, know the workflow because that is what they should use intern aswell and can improve on that knowledge and there will be most likely no legal difficulty to give it to the owner of Reforged..
But on the more realistic side I voted also for Blender especially with the new support they gained this year I think it is a great recourse of the community.
Cough even I just open it few times a year with high motivation play around with the basic cube and then close it again facing the reality that I suck at 3D

Main thing is even though I know it won't happen mdlvis is a easy to understand and user friendly kinda all in editor, I've been using max and zbrush for years now but I still always do my rigging in mdlvis when I have the option.
I hope new community tools can be made that are even better than mdlvis.
Retera's tool is the only reforged tool right now but it lacks tons of stuff and most importantly it is not 3d based so you can't easily edit the models like you can in mdlvis.

Blender is a nice software but developing mdx1000 plugins for it probably will be a challange

3dsmax tools are under development by Taylor Mouse, it is the most efficent thing we can get at the moment.
