If we cannot connected to IP addresses we cannot connect to websites since every website is just a server with a IP masked under a domain name.
Seeing as you can access the hive...

At any rate, it is safe to conclude that it is a local problem and has nothing to do with which browser you use.

Did you allow the 'Localhost loopback' in "about:flags"?

i am not using comodo icedragon on most pcs. only on my laptop because it is good at looping youtube videoes. it is not an option in the router settings.
