I looked in the game files through CASCViewer, seems to find all the text (ui, unit phrases, subtitles for pre-rendered cutscenes), but I can't find the text files for the campaign dialogues, text of missions, description of campaign maps etc.
Can someone help me? I searched the internet but couldn't find anything about it.
The text inside the missions is probably inside of the mission map files, because they were most likely made with the World Editor program itself. As I recall, Reforged changed to a format where all of the languages of a given map's text were all inside the same version of the map, in an imported world editor subdirectory called _locales/ or something like that.

Saved one map as Warcraft III Scenario Folder and saw a _Locales folder there with texts in all available languages.
Is it possible to change these text files without changing the map? Just wondering if it is possible to unofficially translate Warcraft III (Classic and Reforged) into another language.

There are probably two main aspects for doing a full text translation:
1. Translating unit names, tooltips, etc. (e.g. footman, the tooltip for Holy Light, etc.)
2. Translating text specific to missions (e.g. cinematic dialogues, quest text, etc.)
The data for #1 is stored in the main game data archives (using CASCViewer), so those could be replaced and you'd end up having all the main game data translated into the language of your choice.
But for #2, if you want all the cutscenes and mission text to be translated--unfortunately I think you'll have to edit the mission files themselves. Each string referenced in GUI triggers gets assigned an ID, and the actual string itself gets stored in the war3map.wts file for the corresponding locale like so:
As you can see these IDs aren't very unique, so it isn't really feasible to make a flat list or anything like that--so I believe you'd need to ultimately edit the maps themselves.
If you're okay with just translating the campaigns to play in another language, the most feasible option might be to extract all the campaign maps and put them into a custom campaign. That way you could do all the map modifications you want and it'd be easy for folks to install/uninstall without affecting their game files. And then I believe you may be able to import the string files for #1 into the campaign itself too (untested)--else you could just modify the tooltips directly in the map itself too via the object editor and such.
But if you want to translate the entire game (e.g. the menus and everything), then you may need to do a full on mod by modifying the game files.
