The terrainart\weather.slk file stores the data of the weather effects that can be applied to a region or globally to the whole map.
The w3_weather_effector program visualizes that data (not perfectly, but with good enough fidelity) and allows changing the various fields and seeing those changes in real time.
Note that the only supported image format is PNG, which means that you will have to convert existing BLPs to PNGs (using BLP Lab, for example).
Known issues:
quads with transparency sometimes don't sort/render properly (usually when multiple particle emitters are created)
