The splats\lightningdata.slk file stores the data for the lightning objects that can be created using the AddLightning and AddLightningEx native functions.
The w3_lightning_editor program attempts to render the the lightnings as the game would (its probably not exactly the same, but good enough, I think) and allows changing the fields and seeing those changes in real time.
Note that the only supported image format is PNG, which means that you will have to convert existing BLPs to PNGs (using BLP Lab, for example).
