You could always use Audacity, but getting the right effects may take practice.
Fun Fact: Headphones can be used to record things as well, since microphones and speakers are actually pretty much the same thing. Try it with a pair of earbuds!

To answer that question you need to know what country he lives in. In Canada its not illegal to download. Its only illegal to redistribute for a profit.
There isn't any good voice morphing software. Most of the good stuff is hardware although you can get vst plugins for Audacity that may give you the effects you are looknig for. Just google search it and see what you come up with.

Im sorry, that is the site's rules. And as long he is asking inside the site, site policies. If he wants it to be legal, he should ask his neighbors who lives in Canada too.

Eh... that policy says illegal piracy and stuff. If it's ok in Canada, and he lives there (or any other country that has now laws against getting it) then it's not breaking the rules.
