You could always use Audacity, but getting the right effects may take practice.

To answer that question you need to know what country he lives in. In Canada its not illegal to download. Its only illegal to redistribute for a profit.
There isn't any good voice morphing software. Most of the good stuff is hardware although you can get vst plugins for Audacity that may give you the effects you are looknig for. Just google search it and see what you come up with.
