To answer that question you need to know what country he lives in. In Canada its not illegal to download. Its only illegal to redistribute for a profit.

There isn't any good voice morphing software. Most of the good stuff is hardware although you can get vst plugins for Audacity that may give you the effects you are looknig for. Just google search it and see what you come up with.
 
Eh... that policy says illegal piracy and stuff. If it's ok in Canada, and he lives there (or any other country that has now laws against getting it) then it's not breaking the rules.
