All u gotta do to have the text for it is this(its quiet simple)

Events- (idk how ur map is so what ever happens in the end to win)
Conditions- (depends on what happens in the end)
Actions- Display to (all players) the text: (who won) has won Aganist (who lost)

You will need a few of these triggers unless u use if/then/else actions

By exp, do you mean "experience"? If so, what are you using to store experience, because players themselves do not support experience in anyway unless its in a hero, or taking the position of some other place or being stored in some integer/real.

If you want to add experience to that given storage mechanism, then just do it when your player reaches victory conditions, and just don't make them victorious. That way they stay in the game and get the experience.

You're mistaking Blizzard API for a Garena feature...

You can not give a player experience using JASS, because (Upon some research) Garena does not offer any API in editing this feature, unlike Kongregate.com which offers API for achievements and the like for those who wish to include them.

Experience Ladder System - Players gain experience when completing a game in Garena. Players can enjoy more privileges when leveling up, such as access to High Level Room. An uncompleted game does not gain experience, hence Garena discourages players from leaving in the middle of game, which is annoying for other players.

Based on this quote I have to say that Garena has no way of adding experience during a game, and does not want to give map makers that ability anyway.

As I've heard from other DotA players, you gain exp when you get kills, destroy towers, get mega creeps and stuff like that. Most AFK maps have units that spawn constantly and a super-hero that kills them all the time. However, what WhitePhoenix said may be true.
