Upgrading item ability level - working?

If I want to increase the effectiveness of an item will <increase level of ability item> work, and more specifically the +armor, +haste, +damage items.?

Items give the abilities listed in Object Editor to its wielder, items itself don't have skills.
If you increase the abilities it will work for the current wielder, as soon as droped the item will give level 1 skills again.

ATK, armor and atk-Speed are update able.

The only abilities that I know of that do not change level properly are maximum life and maximum mana. They have a bug that changing level does not update the amount of property they give but otherwise work as expected (hence can be used to modify maximum properties).
