You can't in the normal editor. You'll have to use Grimoire or Jassnewgen ( both available here) to do it as far as i know
 
can the newgen pack make 90 degree cliffs using the raise/lower tool?

90 degree cliffs are a minor edit that most people do themselves; Just put the attached file into a folder inside your WC3 folder.

So the file path should be WarcraftIII\UI\Miscdata

You probably won't have the UI folder, so you'll just have to create it.

Actually using 1.5e is much better (though it's in wc3c.net) and there's a whole new 2.0, but it's still in beta mode.

ya i would either use 1.5e or 2.0 dont use 1.5d it is outdated.

2.0 has everything 1.5e has but it is starting to introduce the things that were lost with the newer WE. also with the 2.0 version testing desyncs is very easy as u can simply create multiple game instances on ur pc and test them.
