Unit finishes casting an ability - doesnt work

Event-Unit finishes casting an ability
Condition-Ability being cast equal to Firebolt
Event-Deal 200 damage to target of ability being cast

it wont work,i mean nothign will happen
BUT
it will work if i set the event - Unit begins casting an ability!!

i cant use this way,because i want to be after the spell is casted,not before( wait is not an option )

Use Starts the effect of an ability.
Player tends to move or order other ability as soon as they "think" they have casted the ability fully.
One must wait for the spell to end like 1~2 seconds right after cast, this is where the event comes.

Usually player will cancel its animation (Animation Cancelling) - therefore use Starts the effect of an ability for clearer result.
