[UI] How do you modify UI with GUI? Is it even possible?

1. Will there be triggers for the customization of the UI?
2. Is it simple to create a UI in JASS / vJASS? Ease of positioning like CSS / HTML?
3. Is there a library for this?

There are no GUI functions to modify the UI. And it's not that hard in JASS either, actually they were the first things I started doing in JASS. Tasyen has made quite a lot of good tutorials: Tutorial Submission
