Turn off ARROW KEY Movement

Hey guys,

I need a way to turn of the Arrow key Camera Movement off.
My whole campaign is in letterbox modes that means with turned off interface.
You can have conversations with NPCs like in normal RPGs where you have to choose between 3-5 answers (check my screenshots of my link).
I locked the cam with every 0.03 sec event. But sometimes it jumps to the side and that is really annoying.

I hoped that there is a way to change that via the gameplay constants for example.

Every 0.03 seconds
apply cam 1
apply cam 2 over 1 second

cam 2 should be almost the same as cam 1 just change the x coordinate by one for example.

Yeah I know that, but I hoped it would be possible to turn it off once and for all via the gameplay constants
