Triggers won't play 3D imported sounds

i've imported a sound to my map. it's WAV, mono channel and 22KHz.
i've made a trigger that is supposed to play it, but it just won't play. i tried using different imported sounds but to no avail.
the sounds are working when replacing internal sounds, but is there a way to play an imported sound without replacing an internal sound?

i've tried replicating the exact same settings of the internal sounds, but to no avail.
22KHz is the frequency of internal sounds, sounds with different frequencies don't work at all in wc3 maps to my knowledge.
edit: it appears that the issue is even worse for mp3 files, which don't work even when they replace internal mp3 files with what appear to be the same properties and settings to me.

22050 Hz is what one of them said for me. They also use 16 bit samples.
Yes, I have that problem the 3D sounds never play the first time, even if I play them at the beggining of the map at 0 volumen, it still equal.
I think this is a pre-load issue as loading sound files may take some time due to underlying I/O. To avoid asset stalls it might rather drop the first sound playback rather than cause the game to freeze until it has finished loading.

it appears that the editor forces mp3 files to become 22KHz when used as sounds, regardless of their previous settings, so i am believing this has to do with why mp3 sounds won't work at all, even when replaced.
edit: it's not an mp3 problem, it's a problem with playing sounds when the game starts
