You're looking on the wrong site. From what I know directly ripped resources are now allowed...

The voices are Blizzard's WoW property, and I don't know the legal situation with that, but it might be different than using the WC3 editor....

You should have some luck finding them on other similar sites though

Also, the voices themselves exist in your computer if you have Wrath of the Lich King installed, you just need a few programs- one to extract them, and another to convert them to WC3 format.

You can see a lot of voices from Wow in various campaign or maps, Rise of the blood elves 2 for example.
