and it appears that sometime after the latest update all newly uploaded images now get converted to .webp which is just awful and should be reverted back

Same here. Yesterday, I also encountered the same Cloudflare error, something about SSL issue (code 525).

I am not seeing any of this. And uploading works great. I need more detail on upload failing as it's working for me.

Had the exact same issue with uploading a corrected version of a campaign I had already uploaded before, and since there has been no change to my internet, I am also guessing it might be an upload issue on the website. Made a post about it too, earlier.

I thought it was my network, or my connection speed, but the server just timed out. I assume its the site since other websites work just fine.

Yes XF 2.3 did away with the way I've been tracking progress, but it's on my list.
