Well they haven't been used but I don't see why you couldn't use them. So if you choose them then you'll be in Westfall which is under Sea legion and they don't mind much about criminals unless they attack them. (there are very few territories not ruled by Trolmania).

Also we do pay criminals for some errands so you can even get cash. Yea I control Sea Legion.

I can't start if I don't know the state of Westfall. What if it was submerged or something? It is controlled by the Sea Legion.

Nah it is still dry but it is one of few Sea Legion surface territories. There are I guess still loads of survivors from Stormwind. It wasn't mentioned in rp so you can make something up.

Well they are disorganized. You could take advantage of them. Westfall doesn't have human officials anymore.

It would be logical that some Stormwind survivors fled to the neaby lands, like Westfall and Duskwood, but the Dark Alliance will spread their terror there too.
