The check to not bump a resource is not working

Sometimes i dont want my older rsources to be bumped at the top of the listing, when I update them, but unfortunately that check doesnt seem to work when unchecked.
Or does it work only with specific conditions?

Works for me just fine.
I recently updated this model of mine and it did not jump too the top.

even so I make sure the tag is not checked
