Terrain issue

I've got an area in my map that I can not lower to the point where it turns into water. I'm wondering what this is and how I can go about fixing it, I believe its been plauging my map with desync issues.

Turned the water height enforcement off, tried both of those ways. Didn't get great results.

I think I'll just re terrain the map all together. :cry:
