hi can i make so that in a trigger it makes it start raining in a area of the map not all of the map??

chech the weathereffect actions, i'm sure there is something like "create weather effect in region" , if you want it to be initially, you don't even need a trigger, just double click the region and tick "use local weather effect"

its should be so that when i start a quest or something it begin raining in my city

Just make a region then open up the option menu for the region (Double-Click, or right click then Edit Region Properties.) there is an option for weather in there, however, this effect cannot be stopped later in the game.

Check the box that says □ Weather Effect
Then choose your effect from the menu below.
