Environment - Create Weather Effect

I tried this action but it did not work at all;

• Environment - Create at (Playable map area) the weather effect Ashenvale Rain (Heavy)

There is no Raining occur at all in the middle of the map ?

• Environment - Turn (Last created weather effect) On

I added this, and this work, SOLVED.
