Has anyone gotten this tool to work? I followed the instructions saying that the width and height of the height map must be one unit larger than the map size. Any assistance would be appreciated
I strongly advise against the use of that tool. It does not give you any of the fine grain control that you require.
To make a terrain you need a set of images. This is an example of such a set produced from the map Goblin Exploration Squad.
In order from left to right...
Ground Height Map

The far left 2 are very important and often misrepresented ground height and water height maps. Both of them use 14 bit precision so the only real way to generate them would be using a 16 bit grey scale height map. You can see from the water height map how the map was constructed in WorldEdit because of how poorly it is exposed to the user.
What you are likely after doing is generating a far left image. It is important to be aware that WorldEdit will crash when editing the terrain if the ground height is below about 50% of maximum (WarCraft III will not crash except if a deformation drops it below the minimum value).
