[Solved] Tech Percentage on Match Results (score screen)

Hello, I am interested in diving deeper into "Tech Percentage" on the Match Results page (Score screen).

Has someone tested in the latest patch to research all upgrades for each race to see if "Tech Percentage" actually reaches 100%? There are some forum posts claiming that for instance night elf can't reach 100%. If that is the case then why can't we reach 100% for some races?

Edit: I did some tests myself. There are indeed bugs you can't reach 100 Tech Percentage with for instance undead, I hope Blizzard fixes this.
