Storm Bolt buff

Are there any reason why a buff doesn't appear after the skill has been successfully cast?

I tried casting a mod version of storm bolt on a invulnerable hero, the ability was casted, it did damage, but the target wasn't stun (the stun duration was 20 sec on heroes). What could cause that?

perhaps invulnerable heroes are even buff-imune
When I try to make the same thing, I can't even damage invulnerable units... I can only cast on them the spell

Invulnerable units and heros are weird, don't try to use spells to get the effects you want.
Trigger it.

I'm trying to stun it.. how can i trigger a stun?

you can pause the target unit of ability being cast
