Spell that toggles 3 states

I mean you have a skill that you use and it changes icon and description. If it was on/off I can see how it would be done using something like immolation, but for 3 or more different states I'm assuming it would need a lot of adding/removing abilities.

For example, it could toggle among 3 modes:
  • Wind: evasion
  • Fire: bonus damage
  • Ice: slow
 
You’ve got the right logic, but the Add/Remove method is a bit tricky; You would want to watch out for icon blink, leveling issue where the game wouldn’t know how to level the ‘toggle’ skill if your hero levels up during the state and potentially hotkey consistency.

A more robust approach is to use the main ability as the ‘controller’ and use hidden-passive abilities for the effects. For Wind you can use Demon Hunter - evasion; for Fire you remove evasion and add Item attack bonus, and for Ice remove the item ability and add slow/frost attack.

If you're on a modern version of the game, you can even use BlzSetAbilityIcon and BlzSetAbilityTooltip to manipulate swapping behind scenes for a cleaner UI
 
Not sure if this has been asked before. I am thinking of having a hero skill that toggles between 3 possible states. Is this possible and how?
It is possible. Here is the Drunken Brawler ability with four states. Ability is based on Brewmaster from DotA 2 except Brewed Up mechanic. There is Void Brawler option too but it's removed from the game in latest patch, so don't let the picture confuse you.

This is a massive amount of hardcoding for a simple state-swap.
A few critical points why you should avoid this structure:

Using Wait 0.01 in a casting event is a fundamental error. In multiplayer or high-action scenarios, the (Casting unit) reference will often be overwritten before the wait finishes, causing the trigger to fail or target the wrong unit.

Hard-coding If Level == 1, 2, and 3 is inefficient. If the map scales to 10 levels, this trigger becomes unreadable. You should be storing the level in an integer variable and applying it once.

Manually removing 20+ abilities every time you toggle is logic bloat.
