if your talking about why Blizzard left a "World Editor" or a Map Maker Tool its because this game company doesn't want to leave their resources behind. they like making players more understanding on what they are playing.

say an example to Diablo II where you can make your hero or items, and Starcraft that it also has a similar editor tool.

Of cause you cant understand my question. It didn't specify anything!
The core blizzard left to us is so hard to develope, sometime make me to think it's like trash....
Anyway, Thanks Blizzard for WE and warcaft 3. All of us had many interesting movements with them
