Skinning question?

You will need:
Gimp or Photoshop or another equivalent image editing program
Warcraft 3 Model Editor - Needed to change/ replace the textures; need for rendering and previewing models
Warcraft 3 Model Viewer - need for rendering and previewing models; also needed to convert the images or models
Notepad - Needed to change pathing of textures and other equivalent editing
Mdl2mdx Converter - Accompanied usually with notepad and edit text values in ASCII Formatting and converting vice-versa
 
Atmosferic, that's kinda like fail. I only use Photoshop and Ulead manager for skinning and Warcraft 3 Viewer for converting/preview. And I make good skins.

not everyone wants to pay 100-1000 bucks for a single program
(or pirate it from somewhere :P)
it is always nice to know that there are (free) alternatives
for example there is also paint.net for painting and blp lab (tool section) for converting from and to the most useful image formats (also has batch convert)
LithUnwrap is also nice and you might like Biturn for any model converting needs
