How do you make the shallow water that you can walk over?

Well, if your asking how to make the shallow water tile, go to window>New Pallete>Terrain. a new window will open, look for the apply cliff section, then click on shallow water. Now move your mouse to the editor window, and simply click. Walla, you have a water hole....thing.
Anyways, I beleive that's what you meant, if not, then please clarify your question.

Remember to use 'Ramp' aswell, so you actually can go down into the water..
