terrain height problem

I have started creating a map, as default height i have chosen a shallow water. I worked on the map few hours and now i see that i can't rise the height of the terrain above one over the shallow water!, i mean, i can use deep water, shallow water, and in shallow water i can raise the terrain only once! I dont know what happened, i created a new map, shallow water as default and its all ok, i can raise the terrain higher and higher. The problem is that i dont want to loose my work on terrain, and i want to continue my work on previous map :/
How to fix this? Please help.

This should work but you should save your map just incase it doesn't.
In the world editor go to

Advanced > Adjust Cliff Levels

and set it to a negative number.
