I'm not able to paint deep water

I set "Water Level: Shallow Water" during map creation.

When I try to paint some Deep Water on my base level the terrain just flattens.

When I rise cliff level by 2 and then put Deep Water it appears.

There is a minimum level to how much you can lower it. If you start the map in shallow water and have really low starting level it is natural not to be able to lower it past that.

I see but how do I fix it?

In editor, Advanced > Adjust Cliff Levels

It doesn't work :-(

The hilarious part is when I paint Shallow Water on the new base level it goes straight to 0th level.

And I still cannot put Deep Water anywhere but on a 2-cliff.

I raised cliff by 2 on both sides and by 1 in the center.
Applied Shallow Water once.
And I got different results in the same case.

How is this even possible?

Might have to manipulate the w3e file. There one has access to all 2^14 or whatever water levels.
