After recently watching blood diamond, I put together some base rts element concepts for an African rts game involving multiple warlords. It is roughly based off of the Congo civil war.
Long-Distance Commands:
PROBLEM:
In Military situations, sending your soldiers to complete a certain objective takes time, especially if that objective is located in a faraway area. In the rainforests of the Lion district, FRD (Foliage Radio Disruption) is a major problem. Foliage Radio Disruption makes messages to troops outside of your faction’s controlled area more difficult to receive, and your soldiers will be clueless as to what their objective is until they receive their message, and it is shared with the squad members of the recipient.
SOLUTION(s):
-Occupying civilian outposts equipped with radio towers allows quicker response time to commands given to soldiers outside your controlled area. Civilian Outposts can take man-power to occupy, and maintain. Take note, soldiers are not an abundant resource in the Lion Region; they must be used sparingly and must be commanded intelligently.
ssd-Equipment Upgrades can be purchased from Development Centers, or stolen from civilian or enemy-occupied Outposts. Certain Equipment Upgrades can be purchased for faster and better communication from commander or captain, to soldier or sergeant.
HIDDEN ENEMY OUTPOSTS:
PROBLEM:
Your enemy may have hidden outposts throughout the Lion Region. Outposts pose a huge threat to your army’s survival, and the survival of your people. Outposts can be destroyed once they’re discovered, but until then they can be very useful to your enemy in that they may cut-off your soldiers’ route of exploration or reconnaissance, may or may deploy chemical gasses into the area that kill ill-equipped soldiers. They may also be used as bunkers, to mow down your soldiers as they pass through an elevated area, or in the midst of the Lion Region Rainforests.
SOLUTION(s):
-Setting up an equal or greater amount of outposts throughout the battlefield can often be necessary and can be a great counter to this guerilla tactic. –You may be able to get upgrades in the field of reconnaissance to easily discover outposts without even having soldiers stationed in their general location.
-Occupying Civilian Outposts that have Reconnaissance Equipment will give you the exact locations of nearby hidden outposts.
-Expanding your base’s limits will make it impossible for the enemy to keep outposts there, as it takes time to deploy hidden outposts, and it is nearly impossible to deploy them in the midst of an occupied area.
-Hiding Defensive Obstacles all over the battle map make hidden outposts impossible to complete. For instance, land mines make the ground very hard to trek for enemy soldiers or supply caravans.
Chemical Weapons:
PROBLEM:
Chemical Weapons are one of the most widely-used and distributed weapons in the Lion Region. They can be used for destroying vast areas of rainforest and killing off soldiers and civilians through the air. They can be released from plane, bomb, or by host. There have even been recent developments of ECLSS (Extreme Condition Life Support Systems), which is an armor-type that injects chemicals into the body making it resistant to pain and fire. In the Rainforests, though, you don’t always get to choose who carries the disease, as it may spread through animals and wildlife just as quickly as by caravan or plane.
SOLUTION(s):
- It is important to Quarantine infected soldiers in bunkers, or to execute those who are infected to contain the virus. Quarantining is a more expensive and time-consuming approach, but it is also more efficient and doesn’t waste the lives of your loyal militants. Even after execution your soldiers may still catch the infection from the dead bodies, which is why they must be completely incinerated, or the area in which the bodies are left is to be evacuated completely. –There are also alternative ways in avoiding disease completely, such as advanced anti-chemical suits and gas masks. These may be upgraded and distributed through your soldiers through Black Market purchases and sabotaging caravans full of chemical and/or nuclear warfare supplies. –Some of your soldiers may have or may grow immunities to certain diseases, doing research in this field will help your soldiers strive from complete extinction in the case of an epidemic.

PROBLEM:
Foreign Governments are usually well-funded, well-supplied superpowers. They come to stabilize the situation, rarely do they get the clearance to commence a military operation against a region, but if the situation gets bad enough and the casualty count gets to an extreme level, liberators will be dispatched.
SOLUTION(s):
-Occupying Civilian Outposts with Media Equipment will give you a warning as to when they will be dispatched and when they will arrive, and as to where they are coming from and what extremes they will go to control the situation.
-Setting up anti-air defenses will help make aerial operations more difficult and less likely.
