You cannot rotate it but do you mean making your map like a diamomnd shape that it looks like rotated?

oh, i thought you wanna rotate the soil and make a swirling effect.

To rotate the copy paste selection,
1. Highlight an area (Must be using terrain palette)
2. Press Ctrl + C (Copy) and then Ctrl + V (Paste)
3. and then go to 'Edit' at the upper bar
