Hi guys I now know what is reputation but I don't know to decrease reputation to a user. And also add a user's reputation by more than 1.

Only moderator can give -rep, and you can give more rep when you have the specific rep

200reputation = 2 rep
400 repitation = 3 rep( I believe) and so on

Tnx. But example: I have 200+rep, Can I still give 1 rep to another user? Can I be the one to choose either I give him one rep, or two rep?
