Rating Stars on Resource Preview

Well it could have a requirement of rating quantity like the top rated, err if you don't want to force people why to keep the top rated resources afterall?

No its unnecessary... A top rated resource exists so the resource can represent itself the effort and quality it is in to be in such a high standard.

But if you think this is really needed, maybe instead of stars, but a little number on the top right corner of the resource. For example, a five means its rated five.
