I think maps are limited to 20 MB odd but you can include a total of 120 MB (your entire allocated account space) via mods. I am sure if your mod diserves more space Blizzard's public relations would raise your allocation but 120 MB is a lot of content for now.

More would be possible if Blizzard did not prevent one from including mods that other people make as dependiencies.
 
For #1 I recommend that you create two models. One with the model as normal, and one with the model with the animation you want as "stand". (or w/e the default animation would be) When you need it to do an animation, you just remove the old one and add the other model. (then switch back after the animation plays)

It should work well considering that attachment models are generally low in size, and it doesn't require that much work, even in GUI. =)
