Question about the sword Phoenix

Hey guys,

my Berserker found that sword "Phoenix" in d3 and i'd like to know what exactly it's effect is. What does that short information mean:

Fire dmg: 7, 85% / 145, 4%

I noticed there are some kind of meteors raining from sky, maybe that helps.

The first number tells you the elemental damage the proc does, the second number tells you the proc percentage.

so i have 2 chances to trigger:
85% chance to deal 7 fire dmg
and
4% chance to deal 145 fire dmg (which is the meteor i guess)

is that correct?
